The City of Elk City, OK and Elk City Regional Business Airport:
The City of Elk City, OK as sponsor for the Elk City Regional Business Airport hereby announces a
proposed overall DBE goal for its Federal Aviation Administration (FAA) Disadvantaged Business
Enterprise (DBE) Program. The proposed overall goal for FAA-AIP funded projects in FY 2022 through
FY 2024 is 5.23%.

Fiscal Year 2022: N/A – No Federally Funded Project
Fiscal Year 2023: N/A – Construct Taxiway (Design) – Less than $250K No DBE Goal Required
Fiscal Year 2024: 5.76% Construct Taxiway – 6.08% Construct Terminal Building – 5.20%
The City and Airport will receive and consider public comments on the proposed goal until 9 AM Central
Standard Time on November 30th, 2023. Please email these comments to lspillers@dbeplans.com.
Furthermore, a teleconference will be held on November 30th, 2023 from 9:00 AM to 9:30 AM Central
Standard Time for the purpose of consulting with stakeholders to obtain information relevant to the goal
